A Ragu or Ragouht simply means a stew. A tomato sauce that begins with an amount of stew is called a Ragu sauce. Some people will create the stew and the tomato sauce simultaneously in one pot which takes several hours. The farther south you travel in Italy the more red the ragu sacca becomes. A Ragu sauce is typically finished with a touch of cream and a pinch of lemon zest. Mine uses a stew of Fennel Roasted Veal but you can substitute pork chops or some other very tasty stew. This can also be called a "Tocco d Carni".
